Solved it! Now it starts the code as it should.
If anyone else runs in to the same problem. I solved it by changing the crystal and caps. Took a crystal from a pico w laying around and changed the caps to 15P from the pico w's wifi.
Even works when 3.3v is high, at around 3.6v.
Even runs with the default settings
#define PICO_BOOT_STAGE2_CHOOSE_W25Q080 1
and no crystal delay.
