It boots ok when I plug my adaptor into a dynamode 4 port unpowered USB3 "superspeed" hub. (The first time it wouldn't detect the drive at all, but I don't think the card was seated correctly. After that it was fine).

However, I tried moving the adaptor to the builtin hub of my Raspberry Pi Keyboard. It starts to boot, but I get device offline errors and buffer I/O errors on sda2 and some systemd services failing to start (mostly rfkill) - sounds the same as your problem. I tried it in both the USB3 and USB2 ports of the Pi. Even if I boot it via PINN through the keyboard hub, PINN will load, but Ubuntu fails.
